Gary Siegelman

Chief Medical Officer and Designated Institutional Official

Dr. Siegelman earned a medical degree from University of Illinois College of Medicine. He then went on to complete his residency in Internal Medicine at Barnes-Jewish Hospital, Washington University of St. Louis. As the Designated Institutional Official, Dr. Siegelman has oversight of all medical education within Bayhealth, including the residency programs and the undergraduate medical education.

Assar Rather

Colorectal and General Surgeon and Graduate Medical Education Chair

Dr. Rather earned a medical degree from Government Medical College. He then went on to complete his residency in General Surgery at Mercy Catholic Medical Center-Fitzgerald. This was followed by a fellowship in Colorectal Surgery at the Cleveland Clinic Florida. Dr. Rather is board certified by both the American Board of Colon and Rectal Surgery and the American Board of Surgery. As Chair of Bayhealth’s Graduate Medical Education (GME), Dr. Rather has oversight of all residency programs.

Joseph F. Rubacky III

Family Physician and Undergraduate Medical Education Chair

Dr. Rubacky earned his doctorate of osteopathic medicine from University of Medicine and Dentistry of New Jersey. He then went on to complete his residency in Family Medicine at West Jersey Hospital. Dr. Rubacky is board certified by the American Board of Family Medicine. As Chair of Bayhealth’s Undergraduate Medical Education (UGME), Dr. Rubacky has oversight of all medical students completing clinical rotations at Bayhealth.
